Founded by the Customs Agent Don Jose Ulloa Gonzalez who on 1937 when promulgating  the Decree of the Free Zone in Baja California and part of Sonora by the then President of the Republic General Lazaro Cardenas,  applied  and obtained his Patent of Customs Agent due to its experience in the branch.
